Second passports & international infrastructure

Citizenship as infrastructure for a wider horizon.

MaximalCap designs second-passport strategies through citizenship by investment and merit routes, then coordinates the residency, structures, and private administration that make the status usable. Independent briefings. No program inventory to sell.

Citizenship

CBI and merit routes briefed against mobility, family coverage, and long-term optionality—not a price list.

Infrastructure

Residence, company seat, banking readiness, and reporting held under one coordinating mandate.

Discretion

Private files, named coverage, and work scoped to the principals who will actually use the status.

The practice

Built for families acquiring optionality on purpose.

Most citizenship firms stop at the passport. Most family offices never touch mobility. MaximalCap holds both, so the second status and the operating model arrive together.

01 — Citizenship

Second passports

Citizenship by investment and citizenship by merit, compared for visa-free access, family inclusion, presence rules, and real usability.

  • Caribbean CBI routes (fund and real estate)
  • Merit naturalization (Austria, Malta exceptional service)
  • Other announced or active CBI options
  • Document architecture and sequencing
02 — Residency

Residence pathways

Investment and long-stay residence used as a bridge, a tax-residence tool, or a standalone base when citizenship is not the first step.

  • EU and non-EU residence by investment
  • Presence, renewal, and tax-residence interaction
  • Family coverage and schooling calendars
  • Exit planning from the current jurisdiction
03 — Structures

Companies & seats

Operating base, holding company, or family-office seat coordinated with the citizenship or residence decision so banking and substance align.

  • Jurisdiction selection for the seat
  • Substance, licensing, and banking readiness
  • Governance and beneficial-ownership design
  • Coordination with independent counsel
04 — Administration

In-house desk

Multi-family office administration that continues after the passport is issued: renewals, reporting, governance, and private affairs.

  • Consolidated calendar and risk view
  • Advisor instruction and mandate control
  • Household, schooling, and next-generation notes
  • Cross-border administration after arrival
Coordinated infrastructure

The second passport is only useful if the rest of the file moves with it.

MaximalCap does not sell a flagship program. We brief citizenship and residency as tools, then keep governance, reporting, and specialist instruction inside one mandate. External counsel, banks, and tax advisors remain independent and are briefed from a single file.

Citizenship desk

CBI and merit comparison, source-of-funds architecture, family inclusion, and the realistic timeline to a usable passport.

Presence & renewal

Physical-presence tracking, dependent filings, and the second decision when a child, parent, or operating company changes the plan.

Structures

Company or family-office seat chosen so banking, substance, and the new status do not conflict.

Governance

Who may instruct the filing, meeting cadence, and a written record of decision rights.

Advisor rail

Tax, legal, fiduciary, and banking counsel engaged under the family’s instruction, not under a product incentive.

Pathways we brief

Status is a tool. Optionality is the strategy.

Figures below are briefing ranges drawn from public announcements and market practice as of October 2026. They are not offers. Government fees, due diligence, and local counsel sit on top. Rules change without notice.

Austria has no statutory citizenship price. A figure near €4 million is sometimes discussed as a practical floor for an active contribution; files that reach consideration are more often structured around €8–10 million. Malta’s former investor-citizenship scheme ended after the April 2025 Court of Justice of the European Union judgment. Argentina’s program was announced on October 2, 2026, with applications expected from the fourth quarter of 2026. Caribbean programs observe a regional minimum contribution of US$200,000.

Method

Four rooms. No program pitch in the first one.

We start with the family’s constraints: time, dependents, source of wealth, current tax residence, and what must remain untouched.

01

Mandate

A private briefing. Objectives, family map, current residences, and the decisions that are not negotiable.

02

Design

Two or three jurisdictional designs, with presence rules, family coverage, cost bands, and sequencing.

03

Execution

Document architecture, licensed local counsel where required, investment or establishment steps, and filing control.

04

House

After approval or arrival, the in-house desk takes the calendar: renewals, reporting, governance, and the next generation.

Who instructs us

Principals, not programs.

Engagements are selective. We work where the family wants a long file, not a one-off application.

Operating families

Founders relocating management or the next generation while a business remains active in the original market.

Single-family offices

Offices that need a mobility desk and overflow administration without hiring a full cross-border team.

First-generation wealth

Families professionalizing governance at the same moment they diversify residence, schooling, and personal security.

Advisors & counsel

Private banks, law firms, and fiduciaries who want a specialist house for citizenship and multi-family administration under a clear engagement.

Briefings

Notes from the desk.

Short positions for instructing families. Not newsletters for the open market.

Position

A second passport is not a plan if the operating seat stays behind.

Approval without a reporting rhythm, a renewal calendar, and a usable seat is a document in a drawer. The infrastructure has to move with the status.

Citizenship

Presence rules decide the real cost.

Minimum days, school calendars, and board meetings collide. We model the year before we model the contribution.

Planning note
Governance

Who may instruct the filing.

Cross-border files fail quietly when spouses, adult children, and external counsel can all give a different answer.

Family office note
Consultation

Request a private briefing.

Tell us the family question, not the program you have already been sold. A principal reviews each request. We reply only if the mandate fits.
